CIMMYT is seeking a dynamic, self-motivated, and service-oriented professional for the position of Logistics Manager to work in the Business Services Unit under the Corporate Services Program (CSP) of CIMMYT.

The Logistics Manager is responsible for the overall supply chain management including procurement, warehouse and fleet management. The Logistics Manager will organize and monitor the purchase, storage and distribution of goods as well as the administration of corporate fleet including assignment, administration (vehicles and related expenses), replacement and disposal. The ultimate goal is to manage the entire cycle to enhance organization development and ensure sustainability and customer satisfaction.

The position is based at CIMMYT’s campus in Texcoco, State of Mexico, located 45 km northeast of Mexico City, Mexico.

Specific duties:

Procurement.

  • Provide strategic direction; ensure knowledge sharing in the Department as well as with everyone performing procurement activity at HQ and ROs.
  • Implement best practices in the Department to improve efficiency of the service delivery to clients.
  • Direct, optimize and coordinate full supply chain cycle.
  • Liaise and negotiate with suppliers and internal/external consumers.
  • Discover the best ways to cut procurement expenses to allow CIMMYT to invest in growth and staff.
  • Ensure that procuring activities are carried out in compliance with internal Principles and Practices and external requirements associated.
  • Discover profitable suppliers and initiate business and partnerships.
  • Negotiate with external vendors to secure advantageous terms.
    Keep track of quality, quantity, delivery times, costs and efficiency.
  • Examine and test existing contracts and the terms & conditions included in such agreements.
  • Track and report key functional metrics to keep things on track and improve effectiveness.
  • Ensures appropriate planning of the supply chain activity by working closely with the programs and units (i.e. Travel, Facilities, etc.) and align the procurement activity with the operation of the organization.
  • Ensures regular market research and conduct suppliers selection and validation according to best practices and CIMMYT policies in compliance with grants.
  • Improve/implement benchmarking of the procurement activity to ensure a strong level of control, proper anti-fraud safeguard and competitive sourcing.
  • Fine tune and improve procedures and Department structure to increase the quality of the service delivery to clients.
  • Perform risk management for supply contracts and agreements.
  • Control spend and build a culture of long-term saving on procurement costs.
  • Collaborate with key persons to ensure clarity of specifications and expectations of the client.
  • Resolve any arising problems or complaints.
  • Supervise the Procurement workforce.
  • Guide and coach staff of the Department, build capacity and ensures strong teamwork.
  • Perform related duties as requested by the supervisor.

Fleet Management.

  • Ensure adequate fleet operation from fleet requirements planning, vehicle purchase, registration, assignment, transfers, maintenance, to disposal and incident (crash and collision) management.
  • Lead the development, implementation and administration of a suitable Fleet Management Framework according to common best practices as well as Organization’s needs and resources.
  • Ensure availability and proper use of vehicles according to policies and procedures, considering the fleet life – cycle (acquisition, maintenance requirements, fuel consumption, and disposal).
  • Evaluate and monitor fleet size to ensure that it is aligned to Organization’s needs and resources.
  • Monitor fleet expenses (i.e. maintenance, fuel, etc.) and compare them to budget in a periodic manner to identify unusual trends/ deviation and implement corrective actions to address them.
  • Ensure that vehicles’ assignments are effectively planned and managed in a consistent manner.
  • Lead the selection, implementation and administration of Fleet Management System that allows an effective and efficient administration of the fleet.
  • Assessment and implementation of effective fleet safety systems and programs. Develop and implement a comprehensive Environmental and Occupational Health and Safety (E&OHS) program.
  • Supervise the Accidents/ Incidents investigation process.
  • Develop risk assessments in order to detect operational risks (Driver, Vehicle & Environment) and stablish specific preventive plans for such risks.
  • Ensure continuity of training program to provide drivers with the necessary skills and knowledge to perform their working activities safely from hiring and on-boarding process.
  • Ensure effective cooperation with appropriate stakeholders, provide accurate information on fleet performance in a regular basis and support them on any initiative related to fleet management.

  • Comply with all OHS regulations and legal documentation norms pertaining to fleet management.

  • Supervise, coach and train fleet management workforce.

Warehouse.

  • Ensure that warehouse is managed according to internal procedures and common best practices.
  • Supervise that warehouse, goods catalog, and purchase requisitions are handled in an effective and efficient manner.
  • Keep track of quality, quantity, stock levels/re-order points, delivery times and transport/ delivery.
  • Meet cost, efficiency and timeliness targets.
  • Ensure that adequate systems and controls are in place to keep and maintain accurate records of all the inventory and stock in the warehouse.
  • Oversee and supervise the work of warehouse associates.
  • Identify opportunities to consolidate requirements and optimize/automate the operation.
  • Comply with all OHS regulations and legal documentation norms pertaining to warehousing.
  • Track and report key functional metrics to keep things on track and improve effectiveness.
  • Collaborate with key persons to ensure clarity of specifications and expectations of the client.
  • Resolve any arising problems or complaints.
  • Supervise, coach and train warehouse workforce.

Required academic qualifications, skills and attitudes:

  • Minimum Master’s Degree in Logistics, Supply Chain or Business Administration.
  • At least 5 years of experience in similar role or responsibilities, gained in both the private and Non For-Profit sectors.
  • Experience in the formulation and implementation of major operational changes, managing logistics and ERP systems and implementation of strategic plans and operational frameworks.
  • Proven experience in operating in a matrix-style management internationally.
  • Proficient in specialized software (warehouse, procurement, fleet administration and finance).
  • Knowledge of best practices on logistics as well as a dexterity in “reading” evolving needs/trends.
  • User expert level in the usage of MS Office Suite (Word, Excel, PowerPoint, Outlook, etc.).
  • Advanced level of English. English will be tested and candidate should score a minimum of C1 on CEFR.

  • In addition of the above competencies, the candidate must exhibit the following managerial competencies: Change Management, People Management and Relation with External Stakeholders.
